The bill includes cuts for the Library of Congress and Government Printing Office (GPO). GPO was hit especially hard, with a 20 percent cut ($113 million). These cuts, if enacted, will severely impact the operation and future of GPO?s FDsys; the House has slashed funding to a level that pre-dates the institution of the FDsys program and provides no funding for the revolving fund, which has been the source of investment funds for FDsysin recent years. Without new investment funds GPO may have to slow progress on continued development, including development of new collections.**** ** ** During floor consideration, the House considered an amendment by Rep. Marlin Stutzman (R-IN) to cut an additional $4.9 million from GPO?s Printing and Binding budget, over the amount approved by the Appropriations Committee. In remarks on the House floor, Rep. Stutzman, referring to the Congressional Record, said, ?It really seems like a subsidy for a magazine that no one really wants to read.? The Stutzman amendment was approved over the opposition of Legislative Branch Appropriations Subcommittee Chair Ander Crenshaw (R-FL) and Ranking Member Mike Honda (D-CA).
