Government Printing Office (GPO) funding issue.  In case this was missed, at
the bottom of this email is a summary of the House of Representative?s
debate on GPO funding which resulted in the dramatic cuts. ****

We understand that other organizations are circulating information right now
which is generating some buzz.  In addition to the outreach and individual
conversations we had during our annual meeting, we are also in the process
of finalizing an action alert and one-pager that AALL members can use in
contacting their Senators, either in person while they are home during the
Congressional Recess, or by email.  If you live in States whose Senators sit
on the Legislative Branch Appropriations
Subcommittee<http://appropriations.senate.gov/sc-legislative.cfm>,
your participation will be most important in the first steps.  But every
Senator will play a role in the outcome. ****

To help us put together the most persuasive talking points and letters,
PLEASE send us our stories of why the FDsys and FDLP programs are so
important and the immediate impact of the threatened cuts.  For example, one
law librarian informed us that his law library will continue receiving the
Federal Register in fiche anticipating that FDsys might not continue to

*House Approves Significant Cuts to GPO and Library of Congress*****

On July 22, the House of Representatives approved the Fiscal Year (FY) 2012
Legislative Branch appropriations bill, H.R.
2551<http://hdl.loc.gov/loc.uscongress/legislation.112hr2551>,
by a vote of 252 - 159 <http://clerk.house.gov/evs/2011/roll629.xml>. The
bill includes cuts for the Library of Congress and Government Printing
Office (GPO).  GPO was hit especially hard, with a 20 percent cut ($113
million). These cuts, if enacted, will severely impact the operation and
future of GPO?s FDsys; the House has slashed funding to a level that
pre-dates the institution of the FDsys program and provides no funding for
the revolving fund, which has been the source of investment funds for
FDsysin recent years. Without new investment funds GPO may have to
slow progress
on continued development, including development of new collections.****

During floor consideration, the House considered an amendment by Rep. Marlin
Stutzman (R-IN) to cut an additional $4.9 million from GPO?s Printing and
Binding budget, over the amount approved by the Appropriations Committee.
In remarks on the House floor, Rep. Stutzman, referring to the Congressional
Record, said, ?It really seems like a subsidy for a magazine that no one
really wants to read.? The Stutzman amendment was approved over the
opposition of Legislative Branch Appropriations Subcommittee Chair Ander
Crenshaw (R-FL) and Ranking Member Mike Honda (D-CA).

reduce the GPO budget by 20 percent to $108.1 million, and prohibit
transfers to the GPO?s ?revolving fund?.  *The bill specifically provides no
funding for FDsys* and instead suggests that GPO comes up with another
funding stream to pay for this essential government function. This means new
bills, laws, other important legal materials and government documents may
not be accessible. ****

In addition, the Superintendent of Documents Salaries and Expenses account
was cut by 16 percent.  This line item supports annual FDsys expenses and
also supports public access to congressional and other government
information through the FDLP.  These cuts would undermine the entire FDLP
program; GPO works in partnership with the more than 1200 participating
depository libraries, including law libraries, to provide access to federal
government information, including important information for businesses,
consumers, and the general public. ****

AALL strongly supports GPO?s FY 2012 request, which includes $42 million
under Salaries and Expenses (including $304,000 for FDsys annual operating
costs) and $5 million under the revolving fund for the continued development
of FDsys.  AALL strongly opposes the GPO funding levels included in H.R.
